Abstract

The Latin American Committee (Colat) of the European Union, a working group of experts, decided by consensus, on December 14, 2004, to raise a proposal to the foreign ministers to make their policy of sanctions against the Cuban regime more flexible. . Let us remember that the sanctions had been adopted by the European Union in June 2003 after a wave of arrests of dissidents on the island and the shooting of three hijackers of a ship with which they intended to reach Florida. At that time, the Castro government imprisoned the so-called Group of 75, and this sparked numerous international protests. The one that seemed to hurt the most on the island was the writer José Saramago, who announced his distancing from the Castro regime. “So far I have come. From now on, Cuba will continue on its way, I will stay, ”said the Portuguese Nobel Prize winner. The Cuban issue is of international interest. The future of the country is complicated, and very difficult to predict the coming times. We must insist that the interest of the people is essential: popular decision. The lack of civil liberties is a fundamental variable in the political system. Herein lies the heart of the matter. The people will look for an alternative. The current leaders fear democratic elections, because to vote against the current leaders would be to vote against the system itself. The authoritarian rulers of the Republic of Cuba could not manipulate the electoral procedures in a truly free, plural and democratic consultation. The logic of the revolutionary political organization insists on maintaining a strategy and a position of intimidation over the emerging opposition.
