Formation of social capital to strengthen the institutionalization of governance

The objective of this paper is to analyze some implications of popular social movements as an “expression” of governance and the formation of social capital to enhance institutionalization of gobernability. At the same time that some conclusions are obtained possible new developments are formulated.
