El objetivo de esta trabajo es analizar algunas implicaciones de los movimientos sociales populares como “expresión” de la gobernabilidad y la formación de capital social para fortalecer la institucionalización de la gobernabilidad. Al mismo tiempo que se obtienen conclusiones se formulan los posibles avances.
