Democratising information is democratising power and betting on development

Abstract

As Nora and Minc argued in 1978, the computer revolution is not the only technical innovation of recent years, but it is the common factor that enables and accelerates all the others. Hence the importance assigned to these technologies as the cause of profound changes in the relations of production and in the socio-cultural make-up of our societies. For, in a certain sense, what information technology produces and distributes is knowledge and information, which are the basis for the structuring of power in today's society.
