Broadcasting and Culture. Cultural Channels and its impact in Western Europe digital TV platforms

Abstract

From the two classical definitions of culture - popular and elitist-, the reality of cultural channels is analysed through the five most important television markets in Western Europe, - Germany, United Kingdom, France, Italy and Spain-, and their free-to-air TV offer and main multichannel digital television platforms. The fifty channels found are classified according to the scope of the content (generalist or thematic) and their ownership (public or private). These classifications show that content-broad cultural channels are operated by Public Broadcasters Services, whereas private operators prefer thematic cultural channels. Finally, except for the case of ARTE channel, the only pan-European cultural channels are the United States subsidiaries, like Discovery Channel or National Geographic.

Author Biographies

Carles Llorens Maluquer, Autonomous University of Barcelona

Graduated in Information Sciences (1992) from the Autonomous University of Barcelona, ​​he is also a doctor in Audiovisual Communication (2001) from the same university with a thesis on the concentration of media in Europe and pluralism.

Since January 2003 he has been a professor of Structure of the Audiovisual System at the Autonomous University of Barcelona.

His main lines of research are the concentration of the media in Europe and public television from the perspective of the public policies of the European Union.

He is the Spanish delegate in the COST A30 action: "East of West: Setting a New Central Eastern European Media Research Agenda". Researcher on the convergence of the audiovisual and telecommunications sectors in Europe, with a 'Marie Curie' research grant awarded by the European Commission (1996-98), and developed at the Center de Recherches Informatique et Droit (CRID) of the University of Namur (Belgium). He "Academic Visitor" at the University of Oxford, at the Center for Socio-Legal Studies from March 2006 to February 2007, where he conducted research on the impact of European media policy on British television companies and regulators .

Member of the consolidated research groups of the Autonomous University of Barcelona GRISS, since 1998, and INCOM since 2005. Consultant report writer for the British company "Solon Consultants", on projects financed by the European Commission aimed at project evaluation on electronic commerce and on Spanish R&D policies.

He has worked as a journalist (1993-1996) at Europa Press, Marca and Onda Cero Barcelona Onda Rambla. Member of ULEPICC Spain (Latin Union of Political Economy of Information, Communication and Culture), ECREA (European Communication Research and Education Association), thematic section "Communication Law and Policy", and EMMA (European Media Management Education Association).

"Thesis: European Media Concentration and Pluralisme: the European Union Action" (Spanish). Lecturer of Electronic Media and Media Policy since 2003 at the Communication Faculty of the Barcelona Autonomous University Barcelona.

The main lines of my research are European Media Concentration, Public Broadcasting Systems in Europe and the European Media Policy. Member of COST A30 action: "East of West: Setting a New Central Eastern European Media Research Agenda".

Member of the research groups GRISS since 1998 and INCOM since 2005. Both are located at Autonoumous University of Barcelona.

Journalist from 1993 to 1996 at news Agency Europa Press, sport newspaper Marca and producer of a program at 'Onda Cero-Onda Rambla' FM radio. Laura Aymerich Franch, Autonomous University of Barcelona

PhD candidate in Audiovisual Communication and Advertising at the Autonomous University of Barcelona, UAB, and FI predoctoral fellow in the consolidated research group GRISS (Grup de recerca en imatge, so i Síntesi) of the UAB.

She has a degree in Audiovisual Communication from the Autonomous University of Barcelona (2005). She has done internships at Televisió de Catalunya (TV3) and the newspaper Regió7.

She is currently developing her thesis on new interactive television advertising formats.
