Abstract

Spain's Parliament approved in 2010 the General Law on Audiovisual Communication (LGCA), a new regulation which implements the Audio Visual Media Services Directive (AVMSD). This research analyses how the rules focused on the protection of children evolved throughout the legislative process, from the first text drafted by the Government until the text finally approved by Parliament. The research deals with the debates and amendments on harmful content which is prohibited or limited. The main objective of the research was to check to what extent the new regulation passed in Spain fulfils the requirements fixed by the AVMSD and meets the expectations aroused by the Government on child protection.

Carmen Fuente Cobo, Villanueva University Center

Professor of Ethics and Deontology of Information at the Centro Universitario Villanueva. Member of the Coordinated Project on Television and Children (Procotin) and the “Villanueva Communication and Society Observatory” research group.

Co-author of Infancia y televisión. Políticas de protección de los menores ante los contenidos audiovisuales(Children and television. Policies for the protection of minors against harmful audiovisual content) (2009) and The Cultural obligations of broadcasting (1990).

She has worked as Content Director for Spain’s main cable operator, ONO, and as Director for Planeta 2010, a company producer of thematic channels, part of Grupo Planeta.

José A. Ruiz San Román, Complutense University of Madrid

Full Professor of Sociology and Public Opinion at the Complutense University of Madrid.
Member of the “Villanueva Communication and Society Observatory” research group, and the SOCMEDIA group of the Complutense University of Madrid.

Author of Introducción a la tradición clásica de la opinión pública (Introduction to classical public opinion) (1997), Sociología de la Comunicación (Sociology of communication) (1999), and Investigar en Comunicación (Research in communication) (2005).
